These protocols comprise a synthesis of the literature and various works, especially those undertaken by the Environmental Health Section of the Dunedin City Council in association with the Waste Technology Group of the Invermay Agricultural Centre together with that of Ian Gunn of the School of Engineering of the University of Auckland.
The considerable commitment and time freely given by the Working Party and members of the Cook's Beach and Ferry Landing Ratepayers Association, Trish and Bill Crombie, Roger McMillan and Harold Larsen has been essential to the consideration of this developing methodology by governmental agencies.
Many thanks must go to the public officials, especially Richard Davies who have helped to review the technical detail and have supported and encouraged these efforts despite the unwarranted opposition of some of their collegues!
Particular thanks are due to Regional Councillor Evan Penny and District Councillor Bob Birch for their sane and decisive guidance and support.

NOTE TO 1998 ELECTRONIC PUBLICATION FOR CONTINUING REVIEW
Subsequent to publication of the 1995 edition, a Certificate of Compliance was requested by the Cooks Beach and Ferry Landing community on the basis of these protocols, so that through their implementation, water and wastewater issues could be managed in an environmentally sustainable manner in the long term.
The Certificate was presented at a well attended public meeting at Cooks Beach by the Regional Councillor Evan Penny and the community was congratulated by the District Mayor Alasdair Thompson.
Thus has ensued a protracted wrangle that is at this time under litigation.
The Thames Coromandel District Council and Mayor elected in October 1995 has seen fit to encourage the on-site methodology in many unsewered areas with the notable exception of Cook's Beach and Ferry Landing.
As a consequence, the technical and resource management issues relating to methodologies for wastewater management continue to be extensively reexamined.
Two precious fundamentals, water quality and democracy, continue to diminish.
